Tamamo if you have a strong ST Arts servant. You can run double Waver and use it to one-shot Pillars. From the looks of it, you already have the most important skill, her third one, leveled up. So there's really no use in focusing on the second skill, which is just defense, which doesn't really add to anything in the pillar fights.
Sanzang on the other hand, her First Skill, her NP charge also increases her NP damage. Which is useful because she has an ST NP, it's a buster which is going to match up well with all those support Merlins you're going to be using, and she's also a caster, which means you can clear Barbatos faster, maybe even one-shot him.
You don't have to max or 10/10/10 anyone at all. Just the skills that you know are going to help you in the fights that matter most.
10/10/10 is for when you have a lot of extra mats, lores, time, and love for that particular servant. Don't spend resources on something you don't need at the moment.
So go for that 10/8/8. Make Sanzang stronger. Tamamo isn't any more help than she already is with her 2nd skill maxed.
