Sure hit allows you to hit enemies using an Evade skill while Ignore Invincibility also covers the Invincible buff.
For example, Sure Hit would be useful on Cu while Ignore Invic can be used on Marie.
As for the Quick buff then in most cases Royal Brand is better unless it is level 1 while Brilliant Summer is level 10.
(RB starts at 30% while BS max is 30%)
RB might also help prevent any stray Crit Stars from running away from Kintoki.
On the other hand BS has a 10% NP charge so if you lack sufficent CE's to allow an NP it might make the difference.
