dont know about rate up, but you can get her from GSSR pull in early january or from class based rate up in end of march.

She got single rate up during FGOxF/E CCC campaign. This will be in end of April or Early March
Looks like the next one is Valentines day rate up. That's mixed though, I don't see any with her specifically by herself unless the site I'm using doesn't have daily changes listed. Then she's got a few in the months that follow. If you want to give them $40-50 you can try to get her in January, but you're just guaranteed a 5 star, not specifically her.
