It depends on what you want.
GS bonus is on attack, 15%.
HND gives bonus on NP dmg and crits, the same.
Different bonuses stack multiplicatively, so, if the unit can boost own attack (or is in a team with charisma), the HND will cause more damage than the addtively GS.
On the other hand, attack up affects all damage, not just critting and NP.
So, normally GS is better, HNS is for crit servants with a powerful NP (like Jalter, and she already have Dragon Witch and Efemeral Dream to cause triple multiplicatively dmg effects on NP with this CE).
