I want to roll on the Caster banner so that if i get Waver i won't need to roll for Merlin later but the problem is Tamamo and Sanzang are also on the banner, I don't particularly need Sanzang and i don't have good arts based servants(nero and chloe only) to use with Tamamo, should i roll for the caster banner or any other banner??

Tamamo is useful. I spent a considerable amount to get her during her banner. Support waver + own Tamamo makes for a very powerful team later on.

Nero and chloe are good enough to use with tamamo. You can also use medea, georgios or oneo fthe arts hassans. If not, you can roll for the jack jeanne banner. Beaides the saber banner, i think they are all decent.
