Waver is definitely the better of the two but it sounds like you prefer Jack. If you're already trying for Merlin, I'd say just go with Jack.

Preparing for the New Year's Paid Gacha - Waver, or Jack?
I'm having difficulty deciding who to roll for between Waver or Jack for the New Year's Gacha. I know how good Waver is but I already have a Tamamo Caster and I don't want XuanZang. Meanwhile, I wouldn't mind a Jeanne but I'm planning on spending all my SQs on Merlin and his second skill is basically Jeanne's NP. I like quick cards over buster, and I like Crit teams so I want one good servant to compensate for Memelin.
Tldr - waver or jack, already have tamamo and dont want xuan zang. Jeanne is replaced by merlins second skill.

I say Jack, since you're gunning for Merlin anyway and wouldn't mind Jeanne. Waver is definitely amazing, but you already have Tamamo and don't want Xuanzang. Seems like a safer bet.

Sounds like you should roll for Jeanne/Jack.
You only have a 1 in 3 chance of getting the servant you want in the caster banner, although IMO, an NP2+ Tamamo isn't necessarily a bad thing. Meanwhile, you have a 1 in 2 chance of getting Jack, and although her role is made redundant by Merlin, it seems like you're ok getting Jeanne.
Personally, I'm aiming to reunite the Jeanne sisters, so I want Jack and Jeanne equally.
