Does the order of buffs matter?
I use my Altria(lancer) for the 40ap event quest and the same buffs(charisma, manaburst, chaldea combat uniform mc) everytime and sometimes it kills Atlanta and sometimes it doesn't.
I use her np second or first but as far as I know np cards don't gain benefit for later order or the first card bonus.

The order in which buffs are applied doesn't matter. NPs don't gain first card bonus. The fact that it sometimes doesn't kill Atalante might be due to the random damage modifier. I don't know the specific details, but it's there. The effect isn't that much, but if Atalante only has a tiny amount of HP left when she doesn't die immediately, that's probably why.
Order of buffs don't matter,
the same types of buff get added and different types of attack buffs like attack up and buster up get added up multiplicatively (for ex. a 20% attack up and a 30% buster up will give you an increase of 60% in damage)
The order doesn't matter. There's a slight random factor to damage (+/- 10%?), which is obviously most notable in situations like this.
