Both are good, depends on what you want..
To be more precise, Gorgon is AOE with a party-wide NP charge attached to her NP. Lobo is ST with an NP that ignores evasion. In general, Gorgon is buster-oriented and Lobo is quick. While lobo has a better deck for NP gen, Gorgon will charge her NP faster with her arts cards because of her high hitcount.
Overall, Gorgon will deal better non-NP damage since she has more buster cards and a slightly higher attack, and her party NP charge is very good, but Lobo has a better skillset and deals better NP damage.
