I was under the impression that Gil has been "shining" for a long time now. Dunno why DW wants to keep unnecessarily buffing an already near-OP servant, but I guess that's just one more reason for me to roll for him on new year's.

I think you made a small mistake here: Gil np up interlude already dropped sometime ago, this is the interlude where his third skill level up: it adds a self np replenish from 20% at lvl 1 to 30% at max lvl.
Also Altera interlude upgrade her Natural Body skill level to EX
Beside from that Altera and Gil have always been strong servants despite Altera being a stat stick.
Gil have always been a top archer since his release date and he is still like that in jp.

So, broken servant like Gilgamesh and Altera gets power up.
After this interlude updates, i think DW need to fix older servant ability/kits sooner, like stun demerit from Tamamo, Fran and Joan of Arc, Buffing Opera and Fionn, Gilles brother, Benkei, lowering the freakingly long CD skill from Helena and Paracelsus ( there is more ), intuition skill user, 1 turn Gawain guts and there are lots of servant who need to get fixed.
Arthuria Lily T_T
If Hans gets his RNG chance buff removed, better don't think about this. That's gonna be real good.

DW really like to make a joke LOL, well at least they still doing some improvement : )

Just gonna point out a few things here:

First, I'd hardly call Altera broken. She's fine for what she does, but among SSR sabers imo she's not particularly impressive. In fact, I'd say the sabers as a class are some of the most well-balanced in terms of their gameplay. Gil, on the other hand is ridiculous. At this point he's pretty much the best attacker in the game in JP, dunno why they still feel the need to buff him over other servants that actually need it.

Also, I don't know about Fran and Tamacat, but they have already released an interlude to JP to remove Jeanne's stun.

Definitely agree with you on buffing the weaker servants and giving Paracelsus and Helena shorter cooldowns. Helena especially, her first skill is essentially a much worse version of Ozy's third skill with the same cooldown. A lot of the intuition users have been buffed in JP though, MHX and OG Altria come to mind.

Gilgamesh was literally the weakest 5* Archer before his NP Iinterlude because Enuma Elish had imaginary damage (300% multiplier, no Mana Burst) and a lot of people can crit harder than him (no crit buff). These buffs were meant to give him the identity of a powerful NP spammer(NP charges are broken), that's a powerful role on JP right now...the Enuma Elish buff kinda overdid it.

Meanwhile i'm waiting for Astolfo's NP charge and Artoria's NP charge (long wait). Those two really want those buffs.

Altera's crit gathering is nothing too crazy. It's only a max of 300% and for one turn. 300% extra star absorption isn't really a huge deal on a saber, since their base absorption is pretty meh. It's not going to be the type of thing where she is guaranteed to take literally all the stars, like Saberlot does (and his lasts for 3 turns). Though it's still a nice addition to an already decent servant.

As other people have mentioned, Gil has already been shiney AF since day one, so it's hard to get too excited about his new interlude.
