You can have 20 rider monument in next event of Christmas rerun.
Free quest for rider monument? Sadly, Pirate Land of Okeanos has 550 APD for that. That is only story's free quest has such drop rather than others. Why not just do the 40 AP rider training ground? ~68 APD is not bad.
