They both get more solo rate-ups, but Merlin gets only one more, in September/October 2019, and Musashi gets 2 - one around the same time as the second Merlin banner and the other for new years for 2020 (both get featured in a bunch of paid GSSR banners though).
In terms of gameplay, Merlin exceeds Musashi by a hilarious amount, but everyone will tell you to roll for the one you like. Choice is yours.
Imo it's not necessary to roll for any servant except the ones you really like, but at the same time, Merlin is more exclusive. If you want both, I'd say go for Merlin for now and roll for Musashi on her next rate-up (unless you have some SQ left over from Merlin and wanna wing it).
Another thing you might want to consider is that Salter and Lalter are both also on rate-up with Merlin's second banner, and Chiome and Tomoe Gozen are on rate-up in Musashi's second banner, so if you are interested in any of those servants you might want to save the corresponding 5 star for later and roll for them all at once for efficiency's sake.
Also, Musashi's final rate-up competes with Hokusai, Scathach, Gil, Meltlilith and Tamamo, so if you want any of them, roll for Musashi beforehand so you don't have to allocate quartz.
