Im just curious, Is there any scenarios that kiyo-lancer can outdamage tama-lancer agains non male enemies ?

Actually Kiyo NP 1 with skills in 10 10 10 has more NP damage than Tamamo.

overall, Tamamo will win as she can use it more often given her great NP gain. But you have your answer
While their skills are both active, Kiyo's regular buster cards actually hit harder than Tama's as well. However, that only applies to the buster cards. Tama should be stronger if we're comparing arts or quick cards.
So yeah, the answer to your question is that there *are* scenarios where Kiyo does more damage than Tama. But in a lengthy fight, Tama should come out on top, because she can fire her NP so often, and I'm sure you'll have to use non-buster cards at some point as well. Though Kiyo's NP gain actually isn't terrible, and there are some scenarios where it can be advantageous to have a harder hitting NP, even if you can't fire it as often. The Prisma Codes event is actually a fine example. Kiyo's stronger buster hits would be more pronounced against the raid bosses, plus it doesn't really matter whether or not she can spam her NP, since she only needed to use it once.
*Edit* One thing that I failed to consider and point out is that everything we said is before Grails are taken into account. In other words, a level 80 Kiyo has a stronger NP and stronger buster hits than a level 90 Tama. If you grail Kiyo up to the same level as Tama, then her advantages become even better, and she closes the gap on some of her disadvantages somewhat.
