It's not gone. Had the same problem which made me think of clearing the lower level quest specifically the rank C quest in this part and it just appeared right now.

Prisma Illya Event Free Quest is gone
Candy Land or whatever it's called rank B isn't on my free quest list and I dunno if it's a bug or if it fucked my account over?

Yea, I thought the same until I found out you just need to tackle candy land c rank quest to unlock it.

Which is really stupid. Without somebody telling you what to do, you'd easily think your account may have gotten fucked. Or that it's the only quest like that seeing as all B rank quests are needed to unlock one of the A rank quests which is needed to ascend Kuro.

Well, it would be nice to know that u need to simply need to tackle Candy Town C to unlock it. I panicked thinking I missed a step in the walk through . We're just lucky we don't have to fulfill the requirement to unlock the area.
