No, she doesn't join temporarily. You get a permanent copy of her for clearing the epilogue. It's step 62 in the walk-through and apparently you need 1325 AP to get there.

I was wondering if Chloe joined your team temporarily before joining permanently like some other welfare servants. I just used 130 energy and started part 2 and she hasn't joined yet, and the walkthrough doesn't seem to mention her as a quest reward. Does she join during the main story, and if so, what quest/mission?
