Oh, I also rolled berserker Lancelot, Nightingale, and Vlad on various rolls in the past but haven’t bothered leveling any of them because resources.... Is there anyone I should level first once I level Hercules to 90?

Should I grail my NP5 Martha Ruler?
I used all my sq for np2 Artoria Archer and got an np5 Martha Ruler on the side. I’m not a huge fan of rulers in general because of their lack of class advantage, but since she is np5... would it make a significant difference to take her to lvl 90? Would it be redundant based on the servants I already have?

Well herc to 90 is a good choice for Grail. As for martha ruler, she is a decent candidate for grailing. She is odd as she is in a class with immense defensive potential (only two classes have class advantage against her for now and she resists a lot of classes) that does a good amount of damage with her buster np and ability to gather crits. Grailing her would up the amount of time she could stay out their doing that and give her minor boosts to damage. I'd say do it if you can afford it but it isn't really necessary in her case. She does just fine at 80.
Grail Cu to 90 as well though or even 100 and 10/10/10 if you can for cu soloing memes :p
