Well Merlin provides crit stars per turn with either a talent or overcharge on his np (I think it's the latter). With 15 at highest overcharge. You give a waver a fragment of 2030 and he provides 8. That would probably help with your star deficit. Also Ozy synergizes well with waver and amazingly with Merlin who can basically buff his everything. If you're still worried about stars though roll with fuuma koutaro and Grail him even. He's an excellent support/star gen unit with his only drawback being that he does dick for damage. Second best star gen behind jack. But given you only really need about 25-30 per turn to buff 3 Ozy attacks (because he will pull most of the available stars), just using waver with the CE or Merlin's no overcharge should cover your deficit
