If it's for increasing your NP damage, LZO is by far the best option, since you can't crit on NPs. Victor of the moon is best on buster servants in comps that allow them to crit consistently.

How much damage can a buster CE add to a noble phantasm?
i have a Limited Zero Over and Victor of the moon CE i'm not sure which one to use for Altria Saber

Heaven's feel is definitely better. LZO gives 21617 NP damage on salter at max level (ungrailed) without buffs. Heaven's feel gives 24211 NP damage. Difference is about 2594 damage. Bear in mind that LZO also increases her damage on her normal buster cards too, while eaven's feel won't.

Due to buff stacking the actual difference will be much larger than that as heavens feel fills the one part of the formula saber can't fill on her own making a difference of about 20% or double what it is without the buffs.

It's a direct buff assuming the proper NP card type. A couple things to keep in mind:
* same type bonus stacks cumulatively (add) and differing type bonuses stack multiplicatively. That means all else equal, you're better off having 15% buster up and 15% np up than a straight up 30% np up, because (115% x 115%) = 32.5% increase in damage.
* card type based boosts also increase NP gain and crits, while NP damage ups do not.
