Are you sure? That was the case in the event rerun, the original one had all of them on the rate up, if I am not wrong.
Ofc, maybe the ENG server will do the rerun version of the banner...

When should I summon in the fisrt summer banner?
It will change daily, the one I want the most is tamamo, but I also want kiyohime and don't like the other servants on this banner but when I see my team the only golden servants I have I completely lack of a good raider, my only Archer is Emiya, and my only Lancer is li shuwen, so I don't know if is better to summon on the day that are all summer servanta, even the ones I don't like but need or wait until there is only kiyohime and tamamo in rate up

In the news said that the only servants that will be change are the 4* so you should roll when tamamo and kiyohime be together.

Wait. And hope. You should be able to clear out most of the event with lower rarity servants. Check out this site's tier list for a good start to building a roster.
