Rely on a support. Since a ST assassin is pretty niche and isn't a super necessary role, you can just rely on supports until you get Shiki or get spooked by Emiya.

What good low star ST Assassin should I raise?
So far, I've been using one simple team comp Geo-Mash-Herc-Leo to get through almost everything (except for harder quests like 6mil bosses) so I didn't bother to level up most of my servants until the 1/2 AP event (low on mats was also the reason). So far, I got quite a few of good servants in other class (all include AOE and ST) except for Assasin.
For now, I only have Shuten (lv90) and Fuuma (lv40) but both are AOE. I need a strong ST one but don't know who to raise. This is my current candidates (all at lv 1):
Serenity - Hundred Face - Jing Ke
Or, should I rely on friend's support Assasin until I get my own Shiki?

You can go for Serenity or Hundred Face both are arts servants and can work very well with Shuten.
If i were you I will go for both, Shuten/Serenity/HF will work well.
Serenity and Shuten will work as a support and HF as main attaker or you can use Shiki (support) instead of HF.
Fortunately i have Shiki, she is my main attacker and Shuten is my support when I go against Riders

You should def raise a st assassin. Even with friend support, it might not be enough on tougher quests. For general damage, look into hundred face. She is a weaker version of shiki. Jing ke can do more damage, but is extremely frail. CA hassan is cheap and durable, but has low attack. Jekyll can be good if you know how to use him and make heavy investments. Serenity is not very good atm. Try using a friend's servant to see which one you like most.
