Chains will be available from Nerofest most likely in September, the event is lottery box themed like Christmas or the Da Vinci Counterfeit event so you can acquire as many as you need from it.
Serpent Jewels will have 20 available from the Nerofest and Prisma Causeway event coming up soon.
Lamps have 20 in the Summer Event shop which should be starting next, and then an additional 10 in the Prisma Causeway event that will be after Summer.
If you are patient you can ignore chains for a month or so and then acquire them easily, and as for most gold materials I do not recommend farming for the Lamps.
However Snake Jewels are nearly as rare as Lamps. Lamps have the added benefit of sharing a drop table with Chains so you could attempt to farm both of them at the Concealed Village in Camelot. If you want to focus only chains you are better off in the Wastelands in Camelot.
