CE for Raikou

I have a Raikou as well, and I’ve had a lot of luck with golden sumo, the attack boost and starting np is a good match for her

Best would be Golden Sumo from those. His Rightful Place is okay since it has 50% NP but the amount of star it gives is too little, so as Hot Springs of the moon. The Three Great Heroes would be great if not it only gives 40% NP, you couldn't use your NP right away with Waver's 3 skills. But if you have someone like Helena or Ozy to charge the additional 10%, then it is a good option as well.

I run her with LB Golden Sumo usually. Out of the CEs you listed it's the best for her.
