Future roll for Archuria or Tamamo?

This might be a bit premature but I want to get a good plan going since the summer banner is coming up. I want to get an arts team up and running and for that I need an arts damage dealer and tamamo. I'm conflicted since there's Kuro/Chloe coming up who'll be NP5 since she's a welfare and as a result, may be better than archuria. I'm wondering then, if I should just skip archuria, use Kuro and roll for tamamo during her rate up in October.

If you are looking to save quartz, then I would say yes, absolutely skip Archuria. She and Chloe basically serve the exact same function. Archuria has better stats as a 5*, but at NP5 Chloe's NP actually hits harder. Tamamo is a much more important addition to arts teams than Archuria.

Do you think Kuro is good enough at spamming her NP for her to replace Archuria considering the latter having 5-star stats? I'm wondering if rolling for archuria and then using a support tamamo might be better.

Archuria's Np gain when she attacks is .59 compared to Chloe's .30, in addition to Archuria having Territory Creation where Chloe doesn't, though Chloe has an NP battery, so she can get her NP quicker the first time than Archuria, though.

Also Chloe has an evade, while Archuria doesn't

Chloe has 6 hits on her arts and 3 on her quicks, compared to Archuria's 3 hit arts, and 4 hit quicks, so their NP gain is actually pretty similar

That's for you to decide. Both will probably be in the support list, though I can't say for sure which will be more common. If you're going with that consideration as well, then maybe also consider that Archuria is limited while Tamamo is not. Archuria is also useful in many other situations, while tamamo is restricted to really only being useful in arts teams.

On the topic of whether Kuro is better than/as good as Archuria, the answer is kind of - she has 4* stats, but also an NP charge and dodge vs Archuria's heal and attack buff. Her NP ignores invincibility and Archuria's has a chance to drain NP. I don't know if anyone could tell you reliably how her damage output compares to Archuria's, there are just too many variables to consider. I would guess that damage-wise, there won't be much difference. Archuria is much more tanky than Kuro though.

Their NP gain, factoring in hit counts is about the same. The point is just that since we get Kuro for free and she does the same thing as Archuria, the quartz you would use for Archuria could be spent on something else to diversify your servant line-up, since if you had both Kuro and Archuria, one would inevitably end up being used a lot less since they do the same thing.

If you just like Archuria a lot there's nothing wrong with rolling for her, up to you. Just roll whatever you want and enjoy the game.
