You have a fairly strong team comp with Jalter and Waver. If there is a particular character you want from one of the banners I would roll for them.
If you want to go based on pure gameplay, you really wanna fill in gaps in your team. You are missing a single target (ST) Archer (Orion), an offensive caster (Xuanzang), a frontline berserker (Cu Alter, Vlad III), An arts support (Tamamo no Mae).
Pick your odds based on what you feel you need more/want to play more of. If you are getting tired of buster you can give arts a try, Vlad III is a very strong arts servant even though he is a berserker, and you could also potentially get Tamamo no Mae. If you want to try giving quick teams a shot, roll for Jack. If you wanna reunite father and son roll for Mordred. You are honestly in the very lucky position of not really needing any servant in the banner. You have a higher chance of getting a dupe with the 3 knights extra banner, so I would personally roll on 4 horsemen. You have 3 of the Knights in the banner vs 2 of the horsemen.
TL;DR: Roll for a servant you like. If you wanna go for gameplay roll on horsemen as you have a lower chance of getting a dupe, and filling in missing roles as outlined in paragraph 2.
