According to my Rate Up Schedule he got released during the 11 Million Downloads Campaign for the Japanese Server and later on got another Rate Up during New Year's. Also he is in every Guaranteed SSR Banner from next year on since they include limited servants.

Considering that we are in "speed up mode" and the original release was during the rerun of the Christmas event, we may get the banner sometimes between Halloween and the Christmas Rerun.

And he is technically the best Assassin in the game if you run so-called "Buster Meme Teams" featuring Merlin and Fragments of 2030.
