depends on the task but I'd say 9 out of 10 times Cu is better due to his near immortality vs being a support type servant like liz.

While Elizabeth is a reliable servant that offers offensive support, a decent AOE NP, and adequate survibability, there’s a reason that Cu (normal) is know as a godsend for F2P players.

Simply put, he just had so many defensive tools that he’s essentially unkillable in the right situation. This, combined with Liz’s overall mediocrity, makes Cu the better OVERALL Lancer.

However, if you are specifically looking for a hybrid-support lancer that can waveclear, then Liz is you girl.

They do different things. Liz hits harder and has an AOE NP for wave clearing. Cu is nearly immortal when played right and can solo things or clutch out wins when few others could.
