I have jack, tamamo, shuten, and raikou. which one should i grail?
with explenation if you can please
The biggest thing the Grail increases is stats. This immediately eliminates Shuten and Tamamo, as they're both good due to their skills and NP, not their stats. Shuten's garbage either way, so I wouldn't grail her even if she had decent stats. Now, between Jack and Raikou, both are tier 1, but due to the damage buffs of berserkers, Raikou will benefit the most stat-wise, and if I had Raikou, I'd grail her immediately.
While I don't entirely disagree with your opinion Shuten actually has better stats than Jack.

Priority those who you like and will probably be in your party. Grailing 5 star to 100 gives only 1000 additional stat, unless you really want your target servant hit harder and be durable by a small percentage. Gameplay wise, Raikou will benefit most to the grails due to being a berserker, she will hit harder and will survive a bit. I don't have Shuten so I don't know the increase of damage. Jack is good enough without grails and Tamamo is a support so her attacks won't matter unless buffed and with her NP and second skill, she will survive long enough than the others so stats won't really matter to her.
Caster and Assassins hass damage modifier of 0.9 and Berserkers has 1.1, so Raikou will surely outdamage them even with class advantage. Then again, grail those who you really like and will stay in your party even with their bond is maxed.
I would grail raikou, reason is she's a very good aoe berserker that hits hard so the extra stats from grailing would benefit her the most, extra hp and atk is always welcome for berserkers.
Next one on the line would be jack, she's a very good assasin that would stay as one of the top at the assasin ST even at late game.
But hey grailing is ulitimately your choice so good luck ^^

Gameplay wise, you shouldn't grail servants lv 90 because isn't worth the waste of rsc (Grail are the rarest rsc in the game) for the gain in stats. But if you do really like the servant, then do it.
Grail for waifu, not gameplay! I cannot stress this enough!
I, personally, have grailed Tamamo to 100, despite the fact that it doesn't add much to her ability from a gameplay perspective. However, she is my favorite servant by far, and I try to use her on every team.
If you don't have a favorite servant of your own, yet, then I suggest holding off grailing anyone until you do have a favorite servant.
